Just got a call from this number today. Don't irs send their stuff through the mail? I've never gotten a phone call, even when I owed money. The funny thing is, I've always paid my taxes and have done a tax return every year since I've started working. The one time I did owe money I paid it right away. This has got to be a scam.
It's a scam, Heather, big SCAM. Don't call the number. Don't answer the call. Don't have anything to do with these thieves. The real IRS has information about this scam. Read here:

Heather Gray called and left a voicemail. I called back and they said I owed $5000 in back taxes from 2012-2015. Said I didn't fill out a form 990 which only relates to religious and political organizations. Said I was facing jail time, that my License was suspended and that if I didn't resolve it now that they would take me to court and the fees would jump to 22k. I knew something was wrong. Called my tax guy and he said it is a scam and if they call back, tell them to go fly a kite! Lol! Don't give them any information! BIG TIME SCAM!
