Called on cell phone....Gloucester, n j.  I didn't  answer and they didn't leave a message.   Sick of these calls

Actually they do. They sign deals with professional fundraisers to raise money on their behalf.  Not all are scams.

Oh really?  And how much of what they raise actually goes to the actual police or firefighters?

The police unions/organizations pay a company to solicit donations.  The company guarantees them a certain amount but they are allowed to keep calling people and keep the extra money donated.  That is my understanding of what happens.
