The thing that I do not understand,(being a phone company employee) , they have to get a phone line from a company.
They are assigned a phone number and billed to their billing address. The phone company then activates the number in their equipment, so now it is a working number. These numbers can be traced back to the premise of origin. Unless all of the above is done, they get no working service. Maybe we should be going after the phone companies to track these people down? mmm

Tamianth,  don't care about all of these websites, just stating that they have to have an active phone line from somewhere to be able to call. "ie" land line, cell line, whatever they are using. These phone numbers are being billed to somebody. Only the phone company providers would know this. I am sure if they are hacking into the phone companies equipment to aquire these numbers, they would want to know, and could very easily find out how, & where they are originating from. That is why the Govt. should be contacting these companies.
