I had the exact same call from 917-639-5592. I did call back after getting the prerecorded male voice stating exactly what you said. When I called the number back, a woman answered just saying "hello". I asked who it was, and she said something about "claims". I told her that if she was with the IRS she wouldn't have just said "hello" when she answered, and I told her I didn't believe she was legitimate. I waited for her response - she hung up on me! It was very official sounding - "Warning!! Important action from the treasure dept. for felony and federal investigation....and more threatening us with legal action if we do not call back. They also threatened that I would be brought before a federal magistrate. This call was from New York, NY. They repeat that they had attempted to contact me before.
I got this same call too and it's definitely an IRS tax scam. They do sound like they are overseas somewhere at a call center. The guy I spoke to said there was a warrant for my arrest and asked if I had been in touch with the police. He provided me with a warrant ID number and told me that if I wanted more info about the warrant to send $500 using a prepaid tax card. This is definitely a scam and I would suggest that you do NOT verify any information they ask you to verify.
