Just got this call as well.
Told the little putz that I am on the DNC for a reason.

Just got a call on my cell phone telling me I won a free vacation because I filled out a contest slip at some retail location.  The male had a thick accent.  I haven't filled out a contest slip in over 15 years (got smarter) and do not give out my cell phone to anyone but friends and work. Caller pleasant but was asked to never call again.

It's not new. It went into effect in 1996
