It appears you asked the drone about the FDNCR a little too soon in the conversation, I have seen postings where it took the 800notes poster 40 minutes to pry out the name of the actual insurance broker buying these leads. The "National Health Enrollment Center" is a fictitious name for Access Insurance LLC, but that alias name is connected with one or more lead generators pumping victims into insurance brokers who are pushing indemnity health plans which do not comply with the Affordable Care Act, Obama care.
When closely questioned, the insurance agents will say that "we work for a 'health enrollment Center'," signing people up for health plans. But these agents must know that they are buying leads which violate the FDNCR, otherwise why would they make people listen to their drivel for 40 minutes to learn their true corporate identity??
