This number called but left an empty message. I returned the call and after several rings an automated voice informed me that I had recieved a call from a marketing business and if I would like to be added to their do-not-call list to press 1.
After pressing 1, the automated voice informed me that it would take up to 24 hours to process the addition.
The number appears to be a catch-all from an outsourced marketing business that calls on behalf of multiple businesses. So if you don't answer the phone when it rings and then call back, they won't know which company they were calling for at the time.
Just call back, listen to the prompt, and press 1 if you'd like to stop recieving telemarketing calls.

This telephone number belongs to Pacific Telecom Communications Group. They are a public utility who's business involves facilitating illegal telemarketing calls in violation of 16 C.F.R. §310.3(b) of the Federal Telemarketing Sales Rule.
