I suspect that they have Rogers cell phone list. Are you on Rogers?
I did not have this problem with Telus or Bell, but have had Debt Consolidation and other marketing type calls on my Rogers cellular.
There is a new Do Not Call list in Canada that may help. Don't know if it works for Cell phones, and may not work for calls originating outside Canada.

I am from Portland Or about an hour away from where this call is coming from. I have no idea what it is. Every time I call back I get a recording saying "due to a high volume of calls, your call cannot be completed at this time.
I've gotten this call three times this week.
it said it was unallocated, not unaligated. it means it belongs to no one. but obviously it does belong to someone.. i got the same call. it is just some dumb service checking to see if the number is connected and, well, allocated.
also, i think that if you have used the texting option on a free 411 call, or anything where you have requested a text from an event, you are more likely to start getting these mysterious calls. i have had txts with information from 411 sent to me several times, most recently last weekend, and event-based info sent as well. i think the numbers are re-sold and then we start getting mysterious dead-end calls. that has to be it. my bills are all paid, i'm not going to waste more brain space on it.
971-307-2014 This number called me also. 1st time. I picked up but i didin't hear anything. I called back and it said that the number was unallocated. Don't know. Hope to not hear it again.
