Unwanted phone call

I get ghost calls from this number.  They  call twice a day and there is no one at the other end.  Very upsetting!

The ghost on the other end is a scumbag that dwells in a boiler room.

woman with horrible, scratchy voice says "hello, how are you tonight?"  on answering machine, then nothing further.
time-wasting, annoying fool!

I have a track phone and have put it online when I filled out a few surveys.  I do not answer it, especially if I do NOT recognize the number so good luck to them in attempting to get me to answer.  LMAO
