These numbers may help Police, Fire, and Ambulance services find your home especially at night when addresses can be hard to find." What a joke. It goes on to say you can pay $20 for this unnecessary service and to leave your name, address, signature and a check in a bag on your door. This is a scam. They are trying to get info on you to take your money and get enough on you to steal your identity!
