Who called from 9719985689

Unsolicited call from this number, left a broken voicemail message by an automated voice, when i called back it says the nunber is disconnected

I didn't answer but they didn't leave a message either.

Called and hung up before I could answer. Why do people call back numbers they don't know? All you are doing is letting them know it's a valid number.
