CALLED TWICE, NO MESSAGE LEFT

It's a SCUMBAG from Yonkers named DIRTY JOHN DALY

Rec'd call a few minutes ago, caller ID shows "Local" and this number.  Robo person (female) telling me my student loan is subject to the debt relief whatever from Obama.....   So happy to know our business qualifies for this person debt relief........ UGH

This number calls me never responds to my HELLO.
Who is this?
Can I stop them?
