If you do a Google search on this number it comes up as the number for a web site design company and this number is for several of their US offices in several states, i.e. call center.
The Do Not Call list is total crap and pointless to complain too. They do nothing to help or get the calls to stop.
There is just no help to getting these people to stop so suffer the jerk offs we must.

The latest scam is they ask? you a question ( Do you have a website) in this case. If you reply " YES" they will record your voice.
