The person calling me from this number claims to be a representative from outlook.com and said that someone hacked my account. They said they can fix it but i have to use my own personal laptop, that it could not be fixed thru desktop, or on their end. Sounds pretty weird then they said that they can fix it if i pay $99.99. LOL imagine that. SO to the block list they went.
