claims to be from IRS and they have received a legal affidavit againt me and that was the reason they were in my office (nobody was at my office) she wants to partner with me to avoid legal actions. Call back asap!
There is a fairly common IRS or "tax scam" being practiced by scammers in both Canada and the USA.

I received a call this morning from this number (202-280-7092) asking for my husband by first name only, when I said he was not at home the person calling said their name was 'Austin White from IRS Tax and Audit Department' and for my husband to call them back right away at above number. I mentioned I was his wife and they could speak to me, he said they were only permitted to speak to him (which I know not to be true for a number of reasons). I googled the number and found this site, thought I'd add my contact with these scammers to aid anyone else getting a call from them.
