Who called from 2023454777

called and said he was from the goverment and my name and number has been selected to get $7000 so I hung up the phone.

Caller called 3 times and hung up once I answered.

It's the Government Grant SCAM.  Here's some info about it:

Block the number.  It's a SCAM

Heavy mid eastern accent.  when I said I had never heard of them he said " are you an American?"  I said "are you?"  He said "never mind" and hung up.

Told them several times to stop calling and they just kept calling 4-5 times a day! I blocked them
