These are basically scams. They sell either badly compiled lists (think web site scraping) or nothing at all. Some colleagues report purchasing lists from similar type companies and having their credit card charged and being delivered useless lists. They then had trouble reversing the charges.

Phone number is associated with a company that does business under several names. They gather up email addresses and SPAM those addresses in an attempt to sell YOUR name to others. Their SPAM is not CAN-SPAM compliant so you know they are lawbreakers.
Don't know that there are any legit email list brokers these days. These scam artists are most certainly not legit.
This came across in an email form but had the phone number listed.
