I called the number back. There was a voice recording that provided another number to call. I called that number and it led me to a company that sells magazine subscriptions under the notion that your participation would be considered to be a donation to the Special Olympics. It is not a non-profit organization. Its just another way for telemarketers to get to you via the phone and call it "legal." If you are wondering why you are getting these calls even if you are on the government's "do not call" list, it is because this telemarketer claims to be asking for donations, when in fact they are actually trying to sell you a magazine subscription.
