A woman who is soliciting for money.  Do not get involved it's a scam.  She tries to win your trust.

I received a call claiming that I was awarded a $10,000 grant. The # they gave me to call back answered "US Treasury Dept." I felt it was a scam... but called just to see who they were claiming to be.
