According to the White Pages website, 206-244-0125 is residential and registered to a Royce Bernaird, Seattle, circa 2013. Of course that number may have changed hands since 2013, yet complaints against it range back to at least 2012.
Other websites attribute this phone number to a company called FCI, with a location in Seattle. The FCI website states that it specializes in phone survey compliance. FCI claims to conduct surveys for the CDC and state departments of health. Perhaps FCI farms out its phone work to individual contractors working in-home, but I don't know that to be fact.
I have received numerous call hangups from this number in addition to messages stating the caller is calling to take a survey on behalf of the WA Dept of Health. The calls are annoying yet likely legal. But the manner in which they are made might rise to the level of harassment. When I receive my cell phone bill I'll certainly pursue such an allegation.
