Short answer:
The IRS never initiates a contact via phone.
They always send a snailmail first.

I didn't know this was a scam. I do owe the IRS money. So I saw the number, heard the voicemail, and called back. I finally talked to someone, didn't give them any info besides first name and age. Then the guy sexually harassed me. I hung up. Gross!
I just received a call from this number and a message stating that the IRS was going to sue me. I called back and got a foreign person stating that this was the IRS. I asked him what the phone call was about and he asked if he was speaking "XXXXX" (which is not me). I told him no and he asked my name. Then he asked me to spell my last name. I said "why do you need me to spell my last name if I'm not the person you are looking for?" and he hung up on me. Then I looked this up online and found this site - should have done that first. I should never have called.
