You can block even WITHOUT a smart phone. Consider a call blocker, which are available on Amazon for 4000-5000 CENTS. Look at previous posts to get an idea who you're dealing with. I'd say it's a worthless survey that helps callers figure out how to and what to spam you with, along with getting personal and maybe even financial information, too.
they say they are a survey company and the phone numbers are randomly selected ..........bull.....they call my number constantly all hours of the day and night....they target...nothing random about these annoying intruders.
