Just got a call from this number today. Didn't answer, didn't call back. Based on your comment date Ellen, sounds like a new number in the scam system starting to make its way around.
I also got a call from 210-996-2009 today (5-29-15) on my land line. Caller ID said it was from MSQO. I answered the call and just like everybody else has stated, they said I forgot to answer a survey question. I do some surveys with reputable agency's so I wasn't immediately alarmed until she said it was for my phone provider. I have never done such a survey and tried to tell her that. She just kept repeating the Question. I loudly asked who she represented and she mumbled something I couldn't understand. Then she said that she needed to complete the survey so that she could send me a $300 gift card. I played along and told her I rate my service a 3. She then sent me to the second person, who was VERY hard to understand, I thought she said something about me stating my name and ID number after the beep. I heard a beep and she said "my name is Lana and my ID # is 128". She then said that they will process my gift card shortly. Then hung up.
They never asked for my name, credit card, nothing. But I bet anything it was just a ploy to try and build my confidence in them and I will be getting another call soon. I googled "MSQO" and the drop down had "MSQO Calls", that's how I found 800notes.
I am glad I found 800notes. I wish I had found it sooner.
I, like all of you, am fricken fed up with constant scam phone calls. Something has got to be done. Places like this are a great step but more intervention needs to be done. Maybe by the government, which I hate the idea of another "big brother" attempt at stopping annoying phone calls, or maybe some up and coming young journalist or investigative reporter could make some noise. They could certainly make a name for them selves. Just an idea.
I will update if I get another call from them. I will be shocked if I don't.
