You are under illusion the the DNC is supposed to be a call blocker, it is not. Your callers are criminals, do you really expect a criminal to obey the law?
$25 bucks is nice, but under the DNC law, your are entitled to $500 per telemarketing call, or treble damages of $1500 per call if you can prove that they are violating their own FCC-approved rules for calling people on the DNC list (if indeed you are on the DNC list). I sort of prefer the larger numbers. This doesn't come to you automatically, there is some legwork involved. First you need to find out who they are, get a copy of their company rules for avoiding the DNC list, then file a suit in small claims court. They Must provide a hard copy of their rules to anyone who requests it, and it must be FCC approved before they make their first telemarketing call. Check you local small claims court to see their procedures and how to go about it.
