Calls our business line every so often, making a false service request. We can recognize his voice by now.

It's hard to believe anyone is so bored as to do this, so the comment that it is a competitor seems to be a bit more plausible.  

Previous posters who have suggested particular IT service companies, such as NetIQ, as the culprit, please share what would indicate that.

I answer. A foreign sounding guy starts saying hello. It's clear that he's on a speaker phone and far away from the microphone. I say something short -- and he starts saying hello again. Then, he says hello about 5 times. I wait and say nothing. He starts saying hello again...this time I lose track how many time. I hang up.
