Who called from 2392803492

This number is always calling me and then hangs up when I try calling it back there is nothing on the other line nothing, no ringing, no dial tone nothing.

I live in Iowa and got a call from this number on my cellphone. It was an inmate at Collier County jail trying to make a collect call. I hung up.

I've been getting repeated "collect calls" from different "inmates" from this number as well.  My guess is that the scammer spoofs the caller ID number, as the 280 prefix is for cellphones not a jailhouse phone system.  Again, this is only my best guess, but because cellphones cannot accept collect calls the scam appers to try to get the person who receives the call to sign up to a service with a credit card and give out personal info.

This number just called me again on my cellphone, here in Iowa. The recorded voice said "Global Tel Link" and then silence. I hung up.

I received a call from this number and it said that it was a collect call from a Florida county jail. I tried calling back and nothing happened. I was trying to help but I didn't know what else to do.
