I received two calls from this number recently and they stated they were doing a survey for the FL Dept. of Health. I didn't believe them and sent the DOH an email asking if they are conducting a survey. Here's what I received:

This survey is conducted annually to provide important information about health conditions and diseases, behaviors, and emerging health issues. The results of this survey are used to develop and improve health programs throughout Florida. Your telephone number was randomly selected to participate in this survey. This is an anonymous survey. Once you complete the survey your responses are compiled with responses from thousands of other Florida residents, and your telephone number is removed from our records. So, it appears to be legit and legal for them to call EVEN IF you're on the do not call list because it's sponsored by a gov't agency.
