Who called from 3023946998

I keep getting stupid calls for unknown phone numbers on my cell.  How do I stop this?

I keep getting calls from this number, even though I am on the "No Call" list.

I got a call..."to opt out..press 3.  You have won a security system blah blah blah" I didn't press 3, I just hung up.

I have the same problem. How do you stop these unwanted calls
