1. The DNC only works with legitimate companies. Scammers don't care that you're on it.
2. They can get your number from many places but they also can just be dialing numbers at random and reached your cell phone.
3. You're smart to not answer any number you don't recognize. If you get a lot of these type of calls you might want to add a call blocking app to your cell phone.
This number called me today buy left no message. I remember a few months ago I went on the Internet looking for a part-time job. Ever since then, I've been receiving calls from all over the states offering me college courses etc.
