This call from "Florida" has been going on for a few years. Sometimes it says Credit Card Services. We are on the national do not call list and have caller ID. We have also asked to be taken off the call list. Why can't this number be shut down? Why is someone not investigating this matter? As much as we pay for phone service it is ridiculous we have to put up with this.
The call came from Miami area, cell phone. I don't answer unknown numbers but I have business contacts in Florida so I did. A man said it was "card services". When I told him that my phone was on the "do not call" list and I don't take soliciting phone calls he got agitated and said how do you know this is a solicitation call; "you have Visa and Mastercard and pay your bills on time monthly, right?" I don't know if this person had gained access to my personal financial records or was bluffing but either way it was unsettling. He had a foreign accent and was hard to understand when I asked the name of his company. When I persisted in telling him to take my number off his list he said "shove the phone up your a....." and hung up.

They use spoofed numbers, hard to track when they bounce around all over the whole US.. some of the scammers that call are also outside the US in foreign country's. Some of these CCS have been caught, one set just recently. The DNC can't protect you from these calls since criminals don't obey laws to begin with. You can file complaints directly with the FCC & FTC and you can help protect yourself by considering a call blocking device or phone.
Once again I dropped what I was doing to receive yet another call from Card Member Services. This time I pressed zero to ask to be taken off this list. When this gentleman answered I told him that we were on the Do Not Call List. He replied "Well Sweetie" and I immediately said, "Don't call me sweetie, that is condescending. He replied, "Shut Up [***]!" Needless to say I gave him my best Jersey girl reply and hung up.
