I have gotten this one before, with a different number. It is an obvious identity theft scam. The message says this about your credit card, that nothing is wrong, but this is an offer to lower your interest rate. The fact that they don't mention which bank is calling should be a dead giveaway. I pressed the number to get connected, and the voice that answered was obviously a cell phone in a noisy public place, and the signal was breaking up. I assume the cell phone is a disposable one, so that the perpetrator can't be traced.
If I get this scam again, I am going to say: "This is the FBI, and we have you completely surrounded... Put your hands on your head.. Now get down on your knees". Hopefully it will inspire some paranoia / embarrassment.
Better yet "Thank you for continuing to call me...Our security team has finally located you...I have them on my other phone...they will be breaking in in about 10 seconds...you can kiss your **** goodbye.."
