I used to work at the FCC, and they do go after these telemarketers, but there has to be enough complaints filed. 100 complaints is enough to be referred to the Enforcement bureau for investigation, but a complaint has to be filed. Go to http://esupport.fcc.gov/complaints.htm and follow the prompts. Or call 1-888-225-5322 and ask to file a 1088 about telemarketers.

I got a call from them, too, and they didn't leave a message. I called the # back a few hours later and got an automated message asking me if I wanted my # removed from their database. The company's name (per the automated message) is WCA Offer Clearinghouse.
