You need to block the calls. For a land line you can buy a call blocker from Amazon or at Best Buy. For your cell phone ask your carrier. Or put the pest in your contacts list and give them the ring tone "no ring". That won't stop the calls but it will make them easier to ignore.
I continue to get phone calls from this number. Whenever I answer, there is a sound like a horn, and then no one speaks but I can hear background noise. After several more seconds they hang up on me. I no longer answer, yet they continue to call. Very annoying!
