Very rude calls at 7:45 A.M. no message

This number calls me at least 3 times a day and hangs up as soon as I pick up. It doesn't leave any message just calls.

Debt collector... total idiots calling from this number...

Receive 4 to 5 calls a day 7 days a week and leaves no voice mail.

I've been receiving calls from 571-261-0047 recently.  I never answer, but they call morning, afternoon and evening; calls started 31 July 2011, and occur daily since then, usually once or twice per day.
