Were did you come up with that? The only Keystone is a tax collection company. They don't "buy debt". No debt is "expired" and can only be dissmissed in Bankruptcy court. The Sheriff's in Pennsylvania have limited powers which certainly do not include shutting down any business, unless ordered to do so by a judge. I think you should learn how to use the internet and not spout stupid ideas.
