First off, because the nra is non profit, certain states allow for calls, and if you have ever signed up for a hunting license, magazine or gone to a gun show, the got your number that way, which makes it exempt, because you gave it out! As for the call times, non profit fundraisers can call between 8AM and 9pm... Not 9am... Get your facts straight...
