Update. This time when I first answered I tried something that a retired phone company employee suggested - hit several random # on your phone - and I got a real person! It was someone saying they were conducting a survey on behalf of Shaw Business Services. I told them that after wasting so much of our time with hang up calls they would not get any more time for a survey. It's either an agency conducting surveys or trying to sell customers on something. Waste of everyone's time!
I did answer as it came to a business #. Nobody on the other line. We've been getting repeated calls from this # in last few days. Suspect robo-dialer. Maybe looking for fax machines to spam instead of people? Don't trust it.
I've had 3 missed calls to my cell from this number today. Phone only rings once. If you call it back, the line is busy. Asur is probably right about the robo dialer.

you beat me to it ! Yes after 5 calls to me today I finally had someone on the line and yes it was a survey company for shaw business. I asked for the guys personal cell so I could call him back a half a dozen times and hang up when it was convenient to me.
