Did a reverse lookup on the number. It originated in Palo Alto. The carrier is Pac West Telecomm (HQ in Stockton, CA) A quick call to customer service (if you are on the do-not-call list (FCC)) had them call the offending party, and they will remove your number from this scam.
We are on the DNC list and have been for some time. One as to renew presence on this list every 3 years. We have. We still receive many many telemarketer calls. Each time one comes, I log the number and caller info from Caller ID into an excel spreadsheet and go to the FCC website to report the call. The FCC website (https://esupport.fcc.gov/ccmsforms/form1088!createComplaint.action) permits one to log calls into it. There is a section on the page to list previous dates/times number has called. After filling in the form and clicking send, the FCC system generates and ID number. I put that onto the excel too. A couple weeks after the input on the sheet the FCC sends an email stating the call was a violation of their policy and the person calling can be sued in Small Claims court for up to $1500. This number has called our home numerous times since Feb 2013. They are all on the DNC log I have created. Upon further research today, I have learned the number belongs to Steve Gray in Palo Alto. Whether his construction companies (Crown Construction, GF Construction or DMS Construction) are valid entities is another story. The caller ID always states Unknown caller. I have received more silent calls from this number than all of the other robocalls combined. No message left, nothing! I have been on the "Do Not Call List" since 2006, so the agency that handles do not call complaints does not seem to be effective at all because I have reported every one of them. What next?
I thought I got rid of them in February but they are back.I blocked them on 2/28/2013 and removed the block on 5/29 in the hopes they gave up. One thing about pests, you can't get rid of them, FTC does NOTHING.
Oh well, back on the blocked list they go.

The last group that called using this number claimed it was "GF Builders", now who knows what company name they use so they can get credit or homeowner data.
