Because the callers are not in the United States. They are either spoofing a U.S. based number or using an Internet phone service to pretend that they're in the United States. If you want to get them in trouble, you'll have to find out what country they're located and try to have them arrested by law enforcement there. They know that this is not easy to do.
Just received an email from Cash net collections saying I owe money, and I can lose my job and all my funds and they left this number to call 650-690-8806.. They have my SS#, I'm pissed... I emailed them a piece Of my mind..
