Returned this phone call.  The recording stated:  "Thank you for calling your local energy efficient referral company.  Leave your name and telephone number ... blah blah blah."  The same company with a different number called yesterday with almost the same message (805-465-7202).  But that recording allowed you to be added to their do not call list.  I did that, but now you can see what's happening.  The same company is calling me from a different number the very next day.  So their "do not call" list is a joke.  And I believe their so-called referral company is a joke as well.  Did they actually give their company a name?  No.  Can you look them up as a legal business entity?  No.  Do they have a rep standing by as if they really wanted your business?  No.
