The word you wanted was "accent", and it's likely South Asian. Clearly the scripted drone was never going to obey your no-call demand, no matter what you said or what key you pressed. Thanks to cheap VOIP and unchecked Caller ID spoofing, it pays more to break the law than run an honest business.

The credit reprice fraud calls were arguably the first kind of nationally distributed automated sales call as we know it today. Before we had the term "robocall", they began circa 2008 with Caller ID name tags of only generic locales like "MacClenny FL" rather than a business name.  Since then, the phantom reps "Heather" and "Rachel" and a growing cast of canned girlfriends have become infamous for teasing everyone with offers to "lower your interest rate to as little as six-point-nine percent". You might also have heard their ominous "final notice" of false urgency dozens of times.

Typically those who respond are handed off to some goons in a noisy call center, often in Florida or India, who think there is nothing intrusive or illegal about what they're doing. They of course know nothing about your finances until you start blabbing. They want you to think they represent your banks of choice; when asked to name one, their vague scripted response has been "all of them".

The Federal Trade Commission has been to court innumerable times to swat these rodents, and Florida AG Pam Bondi has swung like a wrecking ball against the many infestations of her state. Some operations have been mothballed; a few credit creeps have gone to jail. But the scheme itself is relatively easy to remount and reproduce, and to hide from law enforcement. It's difficult to say how many illegal calls spew from the same busted frauds, or splinter groups, or copycats thereof.

Just so we understand, the call premise itself is dangerous and fraudulent. The callers want information they should not have, which puts your bank accounts at risk and sets you up for yet more illegal sales calls. Their pitches are crammed with lies, violating the Telemarketing Sales Rule. They might brazenly want upfront fees to "fix" your problems, also illegal. Their calls are prerecorded and blasted by autodialers, breaking the TCPA at least once or twice for each call. Naturally when questioned, their phone drones can't give you true or sensible answers regarding the caller's location and real business name.

File complaints with DNC, the FTC, and attorneys general. Individual action through your very own TCPA lawsuit would be a strong suggestion, if anyone manages to corner one of these maggot piles long enough. To that end of litigation, tell the live agents to place your number on their internal no-call list. They are not likely to obey, but it's the main thing you can say which triggers a legal requirement and can fatten your TCPA damage award for subsequent "knowing and willful" calls.

Please realize that:
Your post here will NOT stop the calls.  We did not call you.  Your caller probably does not read these messages.  We cannot block calls to you.  We cannot put you on or take you off a list. The National Do Not Call list is respected by legitimate telemarketers, but is ignored by criminal telescammers. Surveys, charities, political calls, and certain preexisting business calls are exempt from the DNCL.YOU are your own best defense against unwanted calls! You can use a call blocking app, device, service or procedure to block such calls.
Here are two pages of links to (mostly government) sites in Canada and the USA were you can report phone scams, or learn more about them:

1) First, look elsewhere on this site for an Article, entitled "Where to Report Phone Crime".  (It may appear in the column to your right).

2) For a more frequently updated list of complaint sites, with links to government web pages, look here:
