Who called from 7183626024

Have been receiving calls from this number since Autumn of 2013.
Caller identifies himself as "Sam Watson" from Go-Green Solar.  Tries to disguise his voice each time he calls.  Indian accent (import indian, not the Native American kind).  Says he is following-up on an inquiry we made at Home Depot's solar vendor booth.  My wife and I actually did make an inquiry at the HomeDepot store solar info booth.  He had our first and last names correct, which leads me to believe the data he is working with did indeed originate from HomeDepot.  We informed the caller to place us on their Do Not Call list as we were not interested in future calls.  They continue to call (obviously, they do not have a DNC list).

After originally being frustrated by this individual's persistence, and repeatedly informing him we would file a complaint against them, I simply choose another tactic.  Whenever Sam from Go-Green Solar calls, I simply toy with him.  After everything he says, I keep replying "what... please repeat.", "what... I do not understand you.".  Following many rounds of this word play I say, "please hold on, and I'll get the homeowner."

This is the point at which I put the phone down on the table next to my smartphone that I tune to any nasty hip-hop online channel, go make myself a cup of coffee, and go away to do something that takes a LONG TIME :)  Doing this wastes their time and raises their phone bill and frustrates them almost as much as I was once frustrated :)

Recently started getting calls from this number, AT&T Cnam says "Out of Area", no messages have been left.  

The number is provided by Global Crossing.  They are known worlwide for hosting spammers and spam-bot networks.  Now they are catering to tele-scammers too.

If you have been receiving calls from this number since 2013 ?  Why have you not block the number from your phone(s) ??
With the number blocked you would not receive another call from this number and you will make the low-life scammers have to use another number before they can call your number again, in which they surely will do !!  Your number must be on the Hot List of being a good number to call, because you answered your phone !!  Do not answer any phone calls that you do not know, pickup and hang up quickly and the robot-caller will list your number as no good !!  Then BLOCK the number from your phone(s) and your phone will never ring again from this number !!

They have called more than once.  I don't answer, they leave no message.

Continously getting calls from 718-3623878.  The name appears as Nhu Quyrh.  Doest leave a message.  Checked on the interenet and got 2 different answers.  One said it was a scam from Brooklyn New York.  And the other said a scam from Kenya.
