Caller ID indicated Desmond Gittens, they knew my name and address and requested my email address which I refused to give them. They had extremely thick Indian accents (I could hardly understand them, although I have many Indian friends) and wouldn't take "no" for an answer. They also asked if I was on the do-not-call list which I said yes, but they still tried to continue. Finally they said "we cannot proceed until we have your email address" and I said "then this conversation is over and please remove my name from your calling list" and hung up.
If you want a "stiff monetary penalty" so badly, find the actual American source of the calls and launch your own TCPA lawsuit.
