I would assume that the caller is not actually from the organization, but rather they are a "professional fundraiser". Looked through the 2012 Pennies for Charity report that the AG's office puts out (http://www.charitiesnys.com/pdfs/2012_Pennies.pdf) and PCNY used 3 different fundraisers that year. The charity itself only received 15-30% of any money pledged.
These idiots call 24/7. Never say anything. I called back the number and they said it was the NY Police Conference. I checked with my local police dept. they also said it was a scam. Caller ID says New York, New York. When you block the number they switch to a caller ID that says Hicksville or Wantagh. Differnt numbers but same dumb [***] keeps calling. DNC is ineffective.
