They are not "exempt" from predatory, abusive, exploitative business practices. If you request from any telemarketer under any disguise of charity or survey, to be placed on a do not call list, that's exactly what it means. All law abiding, professional and ethical businesses will abide by a do not call request. If you hear that they're exempt from some dirtball telemarketer, they are NOT a law abiding, professional, and ethical business and make complaints to all state and federal consumer protection agencies.
This number called my home while I was at work yesterday. It is a charity organization that I DO NOT deal with. I have been getting flooded with these types of calls lately. Also some of them still think that my mother had been sending them donations and money toward their cause, which is definitely not true because I told them that my mother had been dead for over 2 years now. They got all bristled and said that they had proof that my deceased mother paid them in money for donations. I asked them for proof. And they hung up on me. I think that these guys are crooks and should be stopped.
If you all think that they are crooks and should be stopped, send your complaints to the FCC at donotcall.gov and they will take your complaint on their website and also you can sign up to not receive telemarketing calls for at least 5 years.
The DNC list does not automatically block calls. Instead, it provides a list of "do not call" phone numbers to legitimate, registered telemarketers who pay a fee for the list.
The DNC list exempts political callers, survey organizations, charities and companies with preexisting business relationships, but these organizations might have their own, internal Do Not Call list (ask them).
The DNC list is not effective against criminals, spammers and scammers, because those people do not subscribe to the DNC list, and do not care if you are on or off that list.
Its purpose is to stop calls from legitimate telemarketers, and it does a pretty good job at that. Just think ... if there were no DNC, you would be receiving incessant calls from BOTH legitimate and scam telemarketing callers!

If you receive calls even after reporting them (and waiting a sufficient time), then you should consider using a call blocker app, device or service as your first line of defense. Google "call blocker" to see such things at Amazon or other sites.
