Did your detective work confirm this was the guy, or did Colombo just have access to a phone book with the number you were given?
A bunch of scumbag telemarketers just picked a number at random. Which means they forced this poor guy to have his phone line disconnected because of callbacks. No need to harass him at his mailing address, too.

Computer auto-dialers, usually run through a VoIP service. They dial out batches of numbers at a time and connect when someone answers. 419-000-0001, 419-000-0002, 419-000-0003, etc... Makes it really easy for a one or two man operation to rip through an entire exchange just a few hours.
