A message finally came through. Apparently, it was a "fat fingered" dial. (Asking someone I've never heard of, to call back to this number.)
So, NOT a Scamarketer.
I got a call from an unrecognized Out-Of-State number. No message was left.
As usual, I did not answer, and I looked the number up here. (800Notes is my go-to.)
Am I the first of a 'telemarketer start-up'? (Someone has to be the first. :) )
Was this a 'fat-fingered' dial? (All it takes is one miss laid finger.)
If I get another call, then I'll know.
I will be adding this number to my "Telemarketer" contact, which has a silent ringtone and is blocked. (I won't be bothered by this number again.) An Unrecognized Out-Of-State Number + No Message = Scamarketer.

Not necessarily. They may have left the message for the wrong person intentionally, thinking you might call back to tell them they have the wrong number and then when they have you on the phone they try to Scamarket you.
