I'm getting calls from this number. I haven't answered it. What are they and what do they say?

Called twice in 2 days, left no message. CallerID said OCT

I'm getting calls from this number also.  I don't answer as I don't know the number/caller.

Who the hell is this calling me. I have had way too many numbers i don't know calling and only a couple ever say anything. But the ones who do I still can't understand anything they r saying because either phone cutting in and out or They Don't Speak Good Enough ENGLISH to understand anything they day!!! Sick of these calls.....
