I live in Cleveland, too. I got the call from this number on Feb. 23rd around 12:30p on my cellphone. Even though I have a friend down in the Cincy area, I did not pick up this call because I've been getting a lot of calls from this area code with different phone numbers after it.
What concerns me most is that they call on my cell phone instead of my landline number, which I never give out for business purposes. My cell number is kept solely for close friends and family.  I believe even though the phone number part changes, it is the same people making these calls.
I let the phone go to voice mail and they NEVER leave a message. These are people who want a "live" person to answer the phone to try to scam personal information out of the person called in attempts to gain one's personal identity and to steal said identity. It's likely a "spoof" call where the phone number is someone's phone number that has nothing to do with this call....in fact if that is true, they don't even know this is being done to their phone unless they are contacted either by law enforcement or the FCC. The true scammers are very hard to catch.
For those who have phones that can get apps from Google Play, there is a very good and inexpensive app call "Call Control" that will catch these calls, put them on a "Black List" where this number will be blocked from ever calling you again. I am on on Verizon, so I know Verizon consumers can use this app on their smart phones. It also lets you report the call with a click of an icon. I highly recommend this app.
Never confirm any of the information they say they have for you and never disclose any of your personal identity information to them.
I wish #800Notes had a Scam option because this is truly what these calls are. They are NOT telemarketing and they are NOT prank calls. BTW, the only info my Caller ID on this call brought up was the entire phone number.

I am correcting myself at the end...

Maybe it isn't #800Notes but the Do Not Call Registry that needs to have a means of checking "Scam" as type of call and not through the list they provide....most people mark telemarketing or prank, which isn't either.

I believe it's the same scammers that once they get a phone number keeps calling. They've spoofed numbers from the Seattle area for the longest time and some Jersey numbers, not it seems Ohio is their next point of gaining their "phone numbers" to come up on our Caller IDs.
Strange tho the Ohio numbers haven't hit my home's landline, they stay focused on my cell phone which I let to go to voicemail. I've yet to see a message they've left... I think that might be because law enforcement could track them down easier.

As in my reply to the first Clevelander post, I too received a call from these scammers who are trying to get one's personal information out of each person called for the purpose of identity theft.
I was called on Feb.23rd on my cell while I was having lunch. I let the call go to voice mail. If I answered OR if I attempted to call back, the scammers/thieves would then know my cell phone was a working number,  Until they can confirm this, they are pfishing the phone number they called to see if it belongs to someone.

HIGHLY recommend the "Call Control" app that can be purchase through Goggle Play and is an inexpensive app. I'm not sure if it is also in the Apple Store to take care of, block and report (if one wishes) each of these calls.
