Got a phone call today (9/29/12) at 8:39 a.m. same telemarketer message with no opportunity to speak to someone to get off their call list. Also am on the DNC list. Filed a complaint with the FTC as this is the 3rd time.
Recorded call was partially picked up on our voicemail: "...several courtesy notices to your residence. This will be the last time to take advantage in lowering your credit card interest rate to as little as 6% on all your credit card accounts. The only requirement is you must owe at least $3000 between all your credit card accounts, and have one in good standing. Press 1 now to speak to a friendly customer services agent." Caller ID said: FINANCIAL CTR
An identical recorded call was received on 9/24/2012 with same caller ID, but that one came from 360-529-6926.

Great post, the best I've seen on the subject! I had no idea they could be making money by simply transmitting CID data. This is preposterous. I agree that criminal penalties are needed. I use the Ooma VOIP service and AFIK do not get any charges (I pay taxes of about $3.50/mo and subscribe to the premier feature for $120/yr) due to this activity but wonder if they are absorbing the costs.
I filed several complaints with the Do Not Call people-----waste of time, they never responded and I kept
getting calls from that telemarketer.....So I tried answering the call and talking to someone. When they said they could lower my credit card rate, I told them that would not help as I pay my cards off in full every month. Last I ever heard from them.
Also, if you have CALL BLOCKING just put those annoying numbers in and their call does not go through.
And I also tried warning the caller that I was on the Do Not Call list and can't wait to report them so they would get fined big bucks.......did not help.
I have given upo filing complaints with the FCC. I have been getting these calls at least once a week for several years. I diligently filed a complaint after each and every call, got a form letter response from the FCC and I still get the calls. What is the point? My tax dollars at work.
They are calling a lot of people in NYS and NYC looks like they stole all the phone number from the DO NOT CALL REGISTRY since we ALL have our numbers listed with them. Interesting... on another note, I believe this is related to that international scam where they want to steal our credit card numbers and idenities. Be Careful and DO NOT GIVE THEM ANYTHING. They some times call themselves Financial Services or Card Services or Card Holder Services. All are the same Company and same Scam. Sometimes they call with a recording from Rachel from card Services or it's some Indian (From India) sounding Voice telling you your card has problems with it. Some think its an African Scam, it might, but I believe these calls are from the US somewhere.
